2011 Oil & Gas Area Emissions

 

CenSARA (Central States Air Resources Agencies) is a non-profit organization formed to assist its member states (Arkansas, Iowa, Kansas, Louisiana, Missouri, Nebraska, Oklahoma and Texas) to gain a better understanding of regional issues related to air quality pollution.

In 2010 gas production from the CenSARA region was 48% of national production and oil production was 31% of the national total. As such, emissions from this expanding sector can be expected to have important impacts on air quality in the region.

Sources of emissions in the upstream oil and gas sector include equipment and processes used in drilling, completion and production activities that are primarily located at or near well sites in active oil and gas fields. These non-point emissions sources are generally not monitored under major source permitting programs and may or may not be subject to minor source permits, making it difficult for states to identify and quantify their emissons and evaluate their collective air quality impacts. Hence, area source emissions from the upstream sector remain a source of concern for CenSARA.

CenSARA contracted with ENVIRON and subcontractor ERG to develop 2011 oil & gas area source emissions inventories of criteria pollutants (CO2, NOx, SO2, PM, VOCs) and selected hazardous air pollutants (HAPs) for its member states. These estimates could then be submitted to the 2011 National Emissions Inventory (NEI) to fulfill state's federal reporting requirements.

ENVIRON researched available data sources and collected updated and basin-wide specific emissions information for upstream oil and gas sources throughout the CenSARA region. Survey responses from some of the major producers in key basins in the CenSARA region and drilling and production data from the HPDI database were used by ENVIRON. ERG then developed an Emissions Calculator Tool that facilitates calculation of calendar year 2011 emission estimates and will enable CenSARA states to more easily generate emissions estimates for future inventories and NEI submissions.

This work, while an important step, will undoubtedly need improvement to better characterize emissions from the important upstream oil and gas sector. 2011 Oil & Gas Area Source Emissions Calculator Tool for Oklahoma -- An Excel spreadsheet which uses county activity data and basin-wide emission factors to estimate emissions from different types of equipment for each county in Oklahoma.
